Le 2 avril 2018, les forces aériennes du gouvernement afghan ont ciblé un rassemblement dans le district d’Archi de la province de Kunduz en Afghanistan et ont tué et blessé des centaines de civils, dont des dizaines d’enfants. Le rassemblement public a été organisé dans une zone sous le contrôle des talibans où des milliers de personnes ont assisté à une cérémonie de remise des diplômes. Certains commandants et militants talibans étaient également parmi les participants de la réunion.

La déclaration du palais présidentiel et les déclarations du ministère de la Défense justifient sans vergogne leur brutale opération militaire et l’assassinat de plus de 60 civils et les 150 blessés. Le gouvernement a partagé avec les médias une liste de noms de commandants talibans qui ont été tués lors des frappes aériennes du 2 avril pour montrer qu’ils ont ciblé le bon endroit et les bonnes personnes!   Cependant, les témoignages des habitants du quartier d’Archi, les blessés et les enfants et les rapports des hôpitaux de Kunduz prouvent que 85% des victimes sont des civils, des enfants et des étudiants.

Selon les conventions de Genève et le Statut de Rome de la CPI, cibler les civils et les frappes aériennes aveugles qui ont causé des pertes civils est un crime de guerre et les auteurs doivent être poursuivis. Le gouvernement de l’Afghanistan qui a tué quelques commandants talibans ne doit pas être reconnu innocent tout en laissant derrière lui 60 morts et 150 blessés civils et des enfants.

Les talibans et les Daech offrent également la même excuse pour leurs attentats-suicides tout en ciblant les forces de sécurité du gouvernement. Mais, le nombre réel des victimes des civils est dix fois plus importants que celles des forces gouvernementales.

A la suite des protestations des habitants d’Archi et des images des corps de dizaines d’enfants et de centaines d’autres civils, le gouvernement afghan, la Mission d’assistance des Nations Unies en Afghanistan et la Commission indépendante des droits de l’homme en Afghanistan ont promis d’enquêter sur l’attentat et de fournir un rapport!  

En fait, ce n’est pas le premier cas de crimes de guerre commis par le gouvernement afghan ou par les forces américaines et de l’OTAN. En septembre 2009, les forces allemandes dans la province de Kunduz ont demandé aux forces américaines de bombarder et de tuer 125 civils, car ils les soupçonnaient d’être des talibans. En 2015, les forces américaines ont ciblé un hôpital appartenant à Médecins Sans Frontières dans la province de Kunduz où des dizaines de patients ont été brûlés et tués dans la frappe aérienne. De même, il y a tant d’autres exemples de victimes civiles dans d’autres provinces où des rassemblements publics et des cérémonies de mariage ont été ciblés par les forces de l’OTAN et leur régime fantoche à Kaboul.

Pour chaque cas, le gouvernement afghan et ses partisans au sein de l’OTAN ont assigné une délégation pour inspecter l’attentat, mais personne n’a été poursuivi et aucune explication ou excuse n’a été donné aux blessés et à la population.

Depuis que la stratégie américaine pour l’Asie du Sud et l’Afghanistan a été proclamée par le gouvernement Trump, les statistiques des exécutions de civils et de violence en Afghanistan ont régulièrement augmentées.

La gauche radicale d’Afghanistan (LRA) dénonce la brutale opération militaire menée par le gouvernement afghan fantoche et les forces américaines en Afghanistan et réclame la protection des civils dans n’importe quelle circonstance et en tout temps. La LRA estime que le programme de guerre de l’impérialisme américain en Afghanistan, l’escalade des opérations militaires et l’assassinat aveugle de civils ne contribueront pas à rétablir la paix; cela amplifiera certainement le conflit et imposera des pertes irréparables à la population. Tant que la violence contre les civils sera renforcée par les partis de guerre en Afghanistan, la résistance anti-occupation va grandir et entrer dans une nouvelle phase de lutte.

War crimes and the civilian casualties in Afghanistan

On April 2, 2018 the Afghan government air forces targeted a gathering in Archi district of the Kunduz province of Afghanistan and killed and wounded hundreds of civilians including tens of children. The public gathering was organized in area under the control of Taliban where thousands of people attended in a graduation ceremony. Some of the Taliban commanders and militants were also among the participants of the gathering.

The declaration of the president palace and as well as the statements of the Ministry of Defense, shamelessly justify their brutal military operation and killing of more than 60 civilians and 150 injured. The government shared with media a list of Taliban commanders that have been killed in 2nd April air strikes to show they have targeted the right place and right people! However, the residents of the Archi district, the wounded people and children and the reports from the Kunduz hospitals all prove that 85% of the victims are civilians and children and students.

According to the Geneva conventions and Rome Statute of the ICC, targeting civilians and blind air strikes that resulted in casualties and loss to the civilians is a war crime and the perpetrators must be prosecuted.

The government of Afghanistan by killing of few Taliban commanders will be not recognized innocent while leaving behind 60 dead and 150 injured civilians and children in the same operation.  Taliban and the Daesh also offer the same excuse for their suicide attacks while targeting the government security forces. But, the actual number of the casualties of the civilians is ten times more than the government forces.  

Following the protests of the residents of Archi and showing on media the pictures of dead and injured bodies of tens of children and hundreds of other civilians, the government of Afghanistan, UN Assistance Mission in Afghanistan and Independent Human Rights Commission in Afghanistan altogether tasked a commission to investigate the case and provide a report! In fact this is not the first case of war crimes committed by the Afghan government or US/Nato forces. In Sept 2009 the Germany forces in Kunduz province demanded US forces to bombard and kill 125 civilians as they doubted them as Taliban forces. In 2015, US forces targeted a hospital belongs to Doctors without Borders in Kunduz province where tens of patients were burnt and killed in the air strike. Similarly, there are so many other examples of civilians victims in other provinces where public gatherings and wedding ceremonies were targeted by the Nato forces and their puppet regime in Kabul.

For each case the Afghan government and its supporters in Nato assigned a delegation to inspect the issue, but nobody was prosecuted and nothing given to the victims and harmed people.

Since the US strategy for South Asia and Afghanistan was declared by Trump government, there is regular increase in the graph of the killing of civilians and violence in Afghanistan. 

Left Radical of Afghanistan (LRA) denounces the brutal military operation by Afghan government and US forces in Afghanistan and asks for civilian protection in any situation in any time. LRA believes the war agenda of US imperialism in Afghanistan, the escalation of military operations and killing of people blindly will not help to restore peace; it will certainly amplify the conflict and will impose irreparable losses to the civilians. As long as the brutality against the civilians is increased by war parties in Afghanistan, the anti occupation resistance will grow and enter in new phase of struggle.
